Advancement Policy for Bureaucrats

The advancements are given as per the arrangements in the Recruitment Rules/Services Rule for the individual posts. The solidified rules on Departmental Promotion Committee (DPC) for influencing suggestions with respect to wellness of authorities for advancement to have been issued vide Department of Personnel and Training's OM No. 22011/5/1986-Esst. (D) dated 10.04.1989. The arrangement contained in this OM concerning Benchmark, appraisal of wellness, fixed cover system in regard of officers under cloud, zone of thought for advancement, and other related issues have been checked on and corrected now and again. The vital alterations made in the advancement rules amid recent years are as under: - 

OM No. 22011/2/2014-Estt.D dated 30/01/2015 in regards to Procedure for direct of supplementary DPC 

OM No. 22011/3/2013-Estt.D dated 25/01/2016 with respect to advancement of Government Servants absolved after retirement-system and Guidelines to be taken after. 

OM No. 22011/4/2007-Estt.D dated 21/11/2016 with respect to Guidelines on treatment of impact of punishments on advancement – part of Departmental Promotion Committee. 

OM No. 22011/4/2013-Estt.D dated 08/05/2017 with respect to Procedure to be seen by the Departmental Promotion Committees (DPCs) – Model Calendar for DPCs – significant year up to which APARs are to be considered and Model Calendar for directing DPCs and pivotal date for qualification. 

According to data accessible on Probity entryway, up to May, 2018, a sum of 25,082 Group 'An' and 54,873 Group 'B' officers have been evaluated, out of which arrangements of FR 56 (j) and pertinent tenets were conjured/suggested against 93 Group 'An' and 132 'B' officers.
