7th Pay Commission: Hike in Minimum Pay, Fitment Factor to be Announced on This Day

New Delhi, Jun 4: Central government employees have been waiting for a hike in minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission or 7th CPC since 2016. Their wait may get over on August 15 as Prime Minister Narendra Modi may announce a hike in minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission and raise in retirement age on the Independence Day, according to a report.

A report published in Sen Times quoted a government official and said that hike in minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission will be announced on the Independence Day. Along with the much-awaited hike, the government is likely to raise the retirement age to 62 years from 60, it added. Recently, Madhya Pradesh government raised the retirement of age of its employees.

“Under pressure from the coming general election due by May 2019, the Modi government has indicated that it may hike pay of central government employees beyond the 7th Pay Commission recommendations, seeking to win the Lok Sabha polls because the government knows one government employees can persuade at least 100 voters for the party,” the official was quoted as saying.

“The two announcements that Prime Minister Modi is likely to make in his speech from Red Fort on 15 August, the Independence Day for central government employees are an increase of pay and the raising retirement age to 62 years from 60,” he added. However, the government, in March, said that it wasn’t considering raising minimum pay and fitment factor beyond the recommendations of the 7th Pay Commission.

“The minimum pay of Rs.18,000/- p.m. and fitment factor of 2.57 are based on the specific recommendations of the 7th Central Pay Commission in the light of the relevant factors taken into account by it. Therefore, no change therein is at present under consideration,” Minister of State Finance, P Radhakrishnan told Rajya Sabha in a written reply.

The 7th Pay Commission had recommended a 14.27 per cent hike in basic pay, raising minimum pay from Rs 7,000 to Rs 18,000 month, which was accepted by the government in June 2016. Since then, central government employees have been asking to raise minimum pay to Rs 26,000 and fitment factor 3.68 times from 2.57 times.

  1. In view of the latest decision of the Hon’ble Supreme Court of India allowing reservation in promotion also, the blocked promotions of SC/ST officers have been thrown open again. However, there are many unfortunate SC/ST officers and employees who are retiring every month without availing their due promotions on account of the blocked benefit of reservation in promotion.
To mitigate their sufferings and heal their injuries, it requested that the age of retirement of the officers and employees be raised to 62 years, so that all officers and employees may get their blocked promotions for at least 2 years. This will also be in line with the policy of the Government in which the age of retirement of College Teachers and Doctors has been raised to 65 years. This will also be in line with the decision of the BJP ruled Governments of Chhattisgarh and Madhya Pradesh enhancing the retirement age of their employees to 62 years.
This will create additional fund for the Government by way of deferred payments of post retirement benefits to the retiring employees, to handle the ongoing Developmental schemes of the Government prior to 2019 Lok Sabha Elections.
It makes a fair sense to raise the retirement age of Employees to 62 years keeping in view the fact that the age of entry of general candidates in Government Jobs has been raised to 32 years and 40 years for other underprivileged candidates belonging to SC/ST categories. Also, fresh graduates now prefer to pursue higher courses before getting into jobs while waiting for long before getting a chance to apply for jobs in Government Departments and Undertakings. This will go a long way to serve social justice too, since the most benefitted classes will be the Government employees belonging to SC, BC and EBC many of who join the Government service at the age of more than 40 years after availing age concessions and who are unable to complete even 20 years of service. This makes their pension and other post retirement benefits meager. The blocked reservation in promotions have further hampered their careers which can be addressed now by raising the age of retirement to at least 62 years.
Such enhancement in the age of retirement for Employees will not hamper the job opportunities to fresher as there are heavy vacancies in Government departments at middle and top levels which will create opportunities for the freshers at entry level by promoting the eligible employees at middle level and removing the backlogs.
I trust as per reports coming in the print and electronic media that, this suggestion has already convinced the Government to raise the retirement age of Employees to 62 years to extend relief to SC/ST employees who unfortunately started and finished their education late and consequently joined the jobs late. And now they were denied reservations in promotion also. Needless to say that politically also it may prove a master stroke as around one crore Central Government employees and their family will back the Government firmly. However, delay in the much awaited announcement by the Central Government is resulting in their retirement on 31.08.2018. Such employees, particularly those belonging to SC/ST and OBC classes will feel deprived of their genuine claims of reservation in promotions and also enhanced service tenures.
In view of the aforesaid, it is requested most humbly that the announcement on enhancement of the retirement age from 60 to 62 years may pleas be made and implemented by the Central Government and all State Governments ruled by BJP and their coalition partners .
